Omg I just realised in city of lost souls they aren’t trying to make the babies like sebastian that wouldn’t explain the dead babies.(humans and demons can give birth aka warlocks etc) they are trying to make babies like Tessa because demons and shadowhunters give birth to dead babies but Tessa is the only one we know who survived they might be trying to copy what mortmain did…
